Yes, providing the balloons are securely tied off and anchored they can be used outdoors in light winds and in the rain.

How long does it take to set up?

Depending on the size of the balloon setup time can take from thirty minutes to an hour. 
 

Is it safe to use a helium balloon?
Absolutely, helium is an inert gas i.e. non flammable! So will not react with the heat produced by the lamps.
